Emperor Velo is the ruler of the local galaxy. He loves racing and he used to be the galactic champion. He is especially runty and sore loser.

Velo once kidnapped Crash Bandicoot, Dr. Cortex and some of their companions. He threatened to destroy Earth if they didn't race in his intergalactic courses. Facing such a threat, everyone was forced to accept his challenge.

The Velo displayed on top is actually a robot. The Real Velo resides in its interior and actually looks just like the small people that obey him.
